A church planter is also a pastor and must fulfill the biblical requirements for character and teaching. He is a gifted preacher and qualified elder.

Somewhere deep in his soul a planter wants to be a shepherd. He understands that part of the task of church planting will mean pastoring. He may not be currently serving as a pastor, but his life is marked by the moral qualifications and ministry competencies of a biblical shepherd. He cares for his own soul well. He realizes he has nothing to give if he does not receive. He takes faithful care of his wife and kids. He loves to lead his family to use their home for mission. He is an effective and faithful preacher of God’s word. He knows and defends sound doctrine. He loves to study and teach the whole counsel of God. He looks to comfort and care for God’s people both with his prayers and his presence.
